vulnerable statement

Issue Date : January 2026

At Roots Federation, we understand vulnerability as the increased likelihood that a child may experience negative outcomes due to a complex interplay of factors. Vulnerability is not a fixed aspect of any child, but a dynamic state that can change depending on their circumstances and experiences.

Children may become vulnerable because of broad social factors such as poverty, discrimination, or limited access to services; local conditions like neighbourhood safety and community support; their relationships with family, friends, or adults in the school; or individual circumstances including health, developmental needs, or changes at home.

We recognise that any child can experience vulnerability at different times, and these experiences can overlap and affect a child in unique ways. Protective factors such as nurturing relationships, a sense of belonging, and a supportive, inclusive nursery environment can help reduce vulnerability and build resilience.

Our role is to notice and respond to signs of vulnerability with compassion and curiosity, working in partnership with families and communities to ensure every child feels valued, safe, and supported in their learning and development. This holistic approach ensures that each child's individual needs are recognised and met, fostering positive outcomes and a lifelong love of learning.
